Any bolt and lock can be cut with wire cutters or bolt croppers/cutters. This is probably the safest and simplest method for opening a wire lock without the original keys. A user wirer lock should be easily removed without the need of any power tools. Aside from this, a user should be able to cut through any bike lock with an angle grinder. A handy power tool to consider using is an angle grinder. It's highly likely that a high-quality wire lock will need to be broken in order to unlock the bike.
