Sugar was manufactured in massive bricks that required grating or chopping before use. Jaggery, a softer and crumblier kind of sugar, was still used by many Indians. Tea and coffee were often sweetened during the period, especially at Irani restaurants. Even when sugar wasn't in limited supply, the business owners wouldn't risk losing clients by leaving it out on the table.
