The city gas distribution sector is expected to be one of the key drivers forthe increased share of natural gas (15 per cent) in India’s energy mix by 2030. The sector is expected to see investments of around Rs 1.2 trillion over the next few years with authorisation of new GAs under the 11th round as well as the operationalisation of awarded GAs. With the increase in demand, it is becoming important for CGD companies to invest in digital technologies and work out their digital transformation plans to maximiseoperational efficiency and monitor their assets with greater precision. Today, digitalisationis becoming an important part of CGD business processes, ranging from network planning, engineering, operations and maintenance to complete management of network assets.

Tackling emissions from the thermal power sector in India is an important priority for achieving India’s energy transition goals. Towards this, flue gas desulphurisation (FGD) technology is expected to play a significant role. To recall, the government in 2015 for the first time had issued the emission standards for controlling SO2 emissions from coal-based power plants requiring implementation of FGDs within two years. However, given the sheer volume of work and industry’s challenges on the implementation, costs & financing fronts, the timelines were extended to December 2022. In an important development last year, the norms were further amended and instead of a uniform deadline, staggered timelines of up to December 2024 were issued to plants based on their location. As per the amended norms, about 596 units have been grouped under three categories, A, B and C. Those in category A (79 units of 22.9 GW capacity) are required to comply with the rules by December 2022 while those in B (68 units of 23 GW capacity) by December 2023. The majority in C (449 units of 163 GW capacity) are required to comply by December 2024. A penalty of 10-20 paise per unit for non-compliance beyond the assigned time limit payable by the generators has also been specified under the amended rules.  Overall, on-the ground progress in implementation of FGDs has been slow even six years after the norms were first notified. Only 1 per cent or 2,160 MW of the coal and lignite-based projects have commissioned their FGD systems so far. Nonetheless, FGD implementation by the centrally owned power units has been progressing at a much faster pace compared to the private and the state-owned units. As of December 2021, bids were awarded for 87 per cent of the planned FGD capacity for the centrally-owned units compared to only 8 per cent for the state-owned and 28 per cent for the privately-owned capacities. While the extended timelines have brought in some respite, there are some concerns that still need to be addressed. Developers have expressed concerns about state-level regulators resisting the approval of revised emission standards as a change-in law event. Further, securing debt financing for coal-based units that do not have long-term PPAs or are facing issues such as lack of PPAs could be a challenge. Disruptions due to the pandemic, equipment imports restrictions, minimum local component requirements, etc. have also added to challenges in implementation. The mission of this conference is to provide a platform to discuss the genco experience and plans as well as the issues and challenges associated with FGD implementation. The Ministry of Railways has embarked upon a mega transformation journey to create world-class railway stations. So far, 41 stations have been identified for major upgradation under the station redevelopment programme. While two railway stations - Rani Kamlapati (Habibganj) and Gandhinagar were commissioned in 2021 on PPP and EPC respectively, one more station - Sir M. Visvesvaraya Terminal, Bengaluru is ready for commissioning. Further, New Delhi railway station and Chhatrapati Shivaji Maharaj Terminus, Mumbai have been identified for development under hybrid built operate transfer model. To promote private participation in this area, the Rail Land Development Authority, has also jointly prepared the draft model concession agreement for redevelopment of railway stations on PPP mode with the Ministry of Railways. In addition to the major upgradation works of stations, under Adarsh Station Scheme, 1,253 stations have been identified for development, of which 1,213 stations have been developed so far and the remaining 40 stations are targeted to be upgraded in 2022-23. l Further, mega projects such as high-speed rail and regional rapid transit systems will also have modern, technologically equipped stations with provision for multimodal transport integration. The modernized stations will be equipped with various ultra-modern facilities such as WiFi connectivity, 24x7 power backup, CCTVs, air-conditioned lobby, separate entry and exit gates, convention centre, hotels, super specialty hospital, retail shops, multi-level car parks, etc. They are also focussing on energy efficient designs with focus on renewable energy as well as wastewater treatment and reuse. Thus, going forward, the upgradation and modernisation of railway stations will open up significant opportunities for developers/contractors, financial investors and technology and system providers. The National Monetisation Pipeline too has identified 400 railway stations to be monetised through FY22-FY25 thus offering investment opportunities in the railways sector. Over the past few years, technology solutions have penetrated water network management. There has been an increased deployment of solutions such as smart metering, mobile applications, supervisory control and data acquisition (SCADA), digital twins and remote monitoring. These efforts are aimed at improving the quality of water supply and reducing non-revenue water (NRW), thereby reducing overall losses. The Covid-19 pandemic has placed a substantial pressure on utilities to make their supply chains more resilient to future shocks by employing digital solutions to optimise and automating their water management operations. New and innovative digital solutions such as artificial intelligence (AI) and machine learning (ML) technologies are being explored to process data from multiple sources into actionable operational insights on a real-time basis. The government is making efforts to resolve the water problems in the country with the help of technology. The Karnataka government, for instance, launched an innovative initiative called AQVERIUM in March 2022 for better water management. It is India’s first digital water data bank, which provides reliable insights and evidence from research and analytics for tackling water pollution. In order to ensure 100 per cent water metering across the city, the municipal corporations in India are replacing mechanical water meters with automatic meter reading (AMR) ultrasound meters. The Hyderabad Metropolitan Water Supply and Sewerage Board has decided to install AMR ultrasonic meters for all high consumption and non-domestic consumers. The Brihanmumbai Municipal Corporation has also tabled an updated policy on water meters for approval from the statutory standing committee. l The government has launched an initiative called “India Water Pitch-Pilot-Scale Start-up Challenge” under AMRUT 2.0. The initiative will help start-ups bring innovative ideas, technology and novel delivery mechanisms to ensure water security in the country. l However, there are many challenges that can inhibit the large-scale adoption of technologies in the water sector. These challenges include the cost of implementation, lack of experts and skilled human resources, lack of flexibility to adopt new technologies, limited network reach, difficulty in interconnecting diverse systems due to incompatibility, etc. The mission of this conference is to discuss the experience and challenges in the adoption of digital technologies as well as highlight the opportunities in digital water network management.
